Ecology - a priority over the economy, Igor Bratchikov

“We definitely stand for the primacy of ecology over economy”, Ambassador at Large of the Russian Foreign Ministry, Special Representative of the President for Delimitation and Demarcation of the State Border of the Russian Federation with CIS Neighboring Countries Igor Bratchikov told RIA Novosti in response to the question about the possibility of laying the Trans-Caspian gas pipeline across the Caspian Sea. “We firmly adhere to all commitments we have assumed under the international treaties in the field of environmental protection, including the Framework Convention on Protection of the Marine Environment of the Caspian Sea (Tehran Convention, 2003). We consider it unacceptable to forget about possible fatal consequences for the fragile ecosystem of the reservoir in the pursuit of hypothetical economic benefits. We strongly believe that unilateral actions on this issue are unacceptable, since any accident on the transit energy infrastructure can lead to unpredictable environmental risks of a trans-boundary nature”, Igor Bratchikov said.

It should be noted that, as Minister of Foreign Affairs of Azerbaijan Elmar Mammadyarov stated, when commenting on the degree of agreement between the Caspian countries on the status of the Caspian Sea, “the issues related to improving the investment environment in connection with production of energy resources in the Caspian Sea and their transportation to international markets, establishing reliable and secure ties, attracting highly profitable and environmentally friendly technologies remain the priority for the Caspian states. Almost 80 percent of the paragraphs of the Convention on defining the legal status of the Caspian Sea have been agreed by the Caspian littoral states. The position of Azerbaijan on the legal status of the Caspian is as following: all issues related to the status should be settled in the spirit of respect for the sovereignty, territorial integrity of the Caspian states, non-interference in each other's internal affairs, mutually beneficial partnership, and also by building confidence between the sides, in particular in matters of regional stability , security, economic and scientific research activities in the Caspian”.
